The Department of Energy (DOE) has announced that buildings constructed to meet an energy efficiency standard issued in 2010 stand to reduce energy use by 18.5%, compared with buildings that meet the 2007 standard. China's Ministry of Commerce announced second-half export quotas for rare earth materials this week. The annual quota for all of 2011 that will be available for export, when expressed in terms of tonnage, appears to be the same as 2010. But in reality, it is not.
